If you have a data grouping on the Quote Number, can you not drop the memo field in that group header and check the stretch with overflow box? You could also check the box to start a new page for a new group [quote number]. If you want the quote number above the memo field, you can fix the memo field relative to the bottom of the group header band.
I have tried this here with some multi page memo fields and it works fine.
