I know how to do this in SQL, what I am referring to is the report wizard end users will be using in SFReports. Sorry I wasn't clear in my message. On the sort page they have an up/down button for sort order, but if you choose a field for grouping the report automatically sorts, but you have no control of up/down. It isn't a big deal, but ...
