I am at home and here on the UT. It almost sounds like something is either wrong with the COM object, or with the way Win98 is setup to work with it. Could you send me the EXE and the TLB here at home, and I'll see if I can load it up and run it OK. That would tell us if it's the object or a configuration problem on your machine (I think, remember this is pretty new to me also).
