Explorer uses the Shellex extension in HKEY_CLASSES_ROOT for the file type to decide how to preview the file. Look in your system registry and check the name and default value of the single folder named "Shellex" under the file extension bmp. Since your bmp previewing works, you might make a backup of this registry folder by exporting that folder, then copy the folder name and value to the same location under the jpg extension. The 2 file types use the same extractor function, so this should make the jpgs behave like your bmps.

FYI- the GUID that my sytems uses points to a function id System32\browseui.dll
