I think some replies got close to the answer, if not exactly right...
In your Win Explorer, go tho the View Folder/Options menu, File Types page. Find the JPG in Registered File Types. Click on Edit. In the dialogue, click on the OPEN in the Actions List. In the Application Used... box Browse to select Exploerer or just type in:
Explorer.exe "%1"
