Put the data for the footer in a group band. You could for instance, have a group based on the expression EOF() or any other expression that would be at the last of report.

As I was typing the previous paragraph it occurred to me that I am not solving you problem. This solution would only work on a one page report. If you could detect when you were at the last part of a page you could group on that. I don't know any way to detect the last part of a page though unless you somehow counted lines or records.
