Can I put in a line of code that registers the server (I don't remember the syntax but I know you can do it ...). If I do this and the user could just double-clicks on the exe, would register itself?

You don't need re-register your vbr file. Just copy and overwiter you ole vbr file. You don't need tlb file in your client.
