A couple of things you missed, Evan.

If you live in Quebec and build a web site, if you have an english site, you must also reproduce that site in French.

This is called redundancy, which in Canada, is considered a good and valuable thing.

Also, if in Quebec, your english language pages must use a font size that is half the size of the French web site (you may seen reference to this on 60 minutes).

In the rest of Canada, you are allowed to use English only with impunity, as long as you don't impune anyone.

The Federal Government makes all web site bilingual, that is, incomprehensible in both languages with special attention to the language least in use in any area.

By the way, most of the French people I know come from Saskatchewan.
(And who knows what Saskatchewan means?)
