The version of the OCX in use, and possibly the COMCTL32.DLL file, need to be registered. The specific error you're seeing indicates that the Treeview control provider is not in the registry.

DEPENDS.EXE is a part of VS6 (I believe it also was a part of DevStudio, the version 5.0 development environment), and is included in the Common Tools. If you don't have VS, then the same program is a part of the WinNT and Win98 Resource Kits; installing the NT Resource Kit should make DEPENDS.EXE available, and if properly installed, it becomes an option in the right click menu of the Windows Explorer (
View Dependencies).
