The Format menu item is a context sensitive menu pad that appears whenever focus is in a window that the Format options apply to (i.e. the Command Window, MODIFY MEMO window or others). If you don't want the Format pad in your menu, then make sure that there are no windows that it applies to. The usual culprit is the Command window as Mark has told you.
