I think you might be onto something. See http://msdn.microsoft.com/library/techart/msdn_texttosp.htm.
It's a doc about the Text-to-speech SDK. It has an active-x com control.

Once you got the thing running (didn't read far enough know what's involved) You can have it just speak the caption or the value of a control with:

object.Speak(this.caption, vtxtst_STATEMENT)
