Woah, this is taking me back in time. Novell does indeed have it's own config file on client computers, and Netware servers do not recognize the client's FILES setting in their config.sys. Netware defaults to giving a client a max of 40 file handles on the server.
In the client's NWCLIENT folder (or whereever the Netware drivers are), there is a config file. I'm sorry, but I do not remember the name of this file. Check the Netware documentation for it's name. Anyway, in this config file, add the line...
FILE HANDLES =
where is the number of handles your Clipper app needs (usually the same number as in the FILES statement in your config.sys). Reboot and then you are in business.

We tested it on NT4 workstation and it bombed with "too many files open". This error happened even after increasing the files in CONFIG.SYS.
