If you have Visual Studio, VC++ can open and create the various icons (including 256 colors). It will not shrink the icon for you. Put the icon in the clipboard, open the Image Editor, select 16x16 and paste it into that application. Then copy back to the clipboard, then to VC++ and insert a new image.
