That's how it was listed in the files section. It's the software license you can distribute with your application. Someone here had a lawyer write it up for them and they were nice enough to make it available in the files section. I didn't need it until now. I figured it'd make a nice base licensing agreement to start from. It would probably save me some money if the lawyer didn't have to write a brand new one.
