As near as I've been able to figure out, the compiler (for whatever reason, and seemingly in contradiction to the doc) will not store this information if OLEPUBLIC is in the DEFINE CLASS...AS CUSTOM line of your main program. When I remarked it out, the information was placed in the file, version incremented, etc. Of course, without that line, the OLE client can't access anything...
