http://www.sinterphase.com/fhintro.htm) has a shareware version you can download which limits you to 20 topics but is otherwise fully functional. RoboHelp (
http://www.blue-sky.com/) has to be purchased, and offers a 30 day money back guarantee. That isn't much help if your employer is a large company or government agency that makes procurement expensive and complicated.
I have played with ForeHelp, and it seems to work. My main concern now is with generating a context-sensitive help file. ForeHelp has the options to generate that file in C, Visual Basic, and Pascal formats. The .h file you get if you choose C looks like the same format found in the .h file that comes with the Solution application. However, I get an HTML Help Builder error when I hit F1 on a form that has a Help Context ID. I haven't solved that yet, and don't know if ForeHelp is in any way to blame for the error.
