You *have* to use the Setup Wizard to install the appropriate libraries on the user's computer.

If they are running Windows 95 then the supporting .DLL and .OCX files need to be in their Windows directory tree.

The Setup Wizard has the option to build a network setup directory, from which you can install the runtime &c.
