No, it's not. The documentation simply says that you just specify a drive. The following is a quote from the SYS(2023) doc:

"You can specify the path on which temporary files are stored by including the special TMPFILES configuration item in your Visual FoxPro configuration file."

The only thing that I can see different between your TMPFILE statements and mine is that your's lack a backslash as the last character. Where mine say:

TMPFILES=C:\FOXTMP\

your's would say

TMPFILES=C:\FOXTEMP

Perhaps the lack of the last backslash causes VFP to ignore any directory. That's just a SWAG, however.
