I've got a book on my bookshelf called "The Windows Interface". The first line of the "Purpose" section is:

"The purpose of this book is to promote visual and functional consistency within and across Windows-Based applications."

Its copyrighted '87 and '92 so its a little old, but they've probably updated it. You might try looking for it. The problem is, not everybodies going to be consistent with having the book, so... At least you'll be constant with Windows.
