Check out the status bar when you launch the builder. Some security-related messages are displayed there.

If that doesn't help, I recommend setting a breakpoint in the MMBuilder class OpenSecurityDBC method (it's in the MMBuildr.vcx library). If the builder can't open the security database, it won't add the security tab.
