Have you tried the following:

1. Using the Image Editor that comes with VFP open the 32X32 icon
for your project.

2. Select Edit/Copy from the menu.

3. Select Edit/New Image... from the menu.

4. Select the 16x16 option from the dialog.

5. Select Edit/Paste.

6. Select the Shrink/Stretch option button from the dialog, then
OK.

7. Save the file. Both icons are embedded in the file.

8. Add the icon to the Project via Project Info... dialog.

9. Compile.

That should do it.
