Are you sure that they're part of container ? Making backstyle transparent doesn't make them part of container. Seems they just lay in container visually. Do they move when you move container ? If they lay only visually in container, then container is only serving as a shape to provide borders. It blocks mouse events. Sending it back, would cure mouse events but not the purpose of using a container.
In designer, move the conatiner to some other place so you could select your checkboxes easily.
-Select checkboxes
-Move them to near upper left corner of form (to change their left, top props)
-Press Ctrl+X to cut them.
-Rightclick container and select "edit"
-Ctrl+V to paste.
-Click somewhere outside the container
-Move your container to its desired place
