#DEFINEs don't work in a property sheet. You need to set explicit values.
Just a hint you might want to check out HTML Help Builder (
http://www.west-wind.com/wwhelp/) which makes short work of assigning Context Ids to topics in the IDE from the help file. You can bring up the help project and then press a key to automatically get the context id assigned in your object from the active topic in the help file. Won't help you with RoboHelp, but that feature alone will save you tons of time <s>...
