That sounds right. We had a similar problem at about that # users, that was traced to constant server McAfee AV scans. Disabling it solved the problem. But for your situation, a dedicated server might be the only solution, unless you can somehow adjust the foreground/priority features on the SQL Server to get it to stop hogging the server.
