If you are going to have a Fat Client (2.5 meg .EXE) then I would say that you want to ship it and preinstall it on people that will be using it's PCS... if this group of users is a finite identifyable set of people, it should not be a problem.

I would move to a thin client if you will have an unknown number of unknown users...

But, keep in mind there are differences between a Distributed Application and one with SQL Server.
