Setup program not updating everything!

We have decided to use Foxpro's setup wizard for updating our application(we thought it the best way to register all OCX's, DLLs, etc.). We use the setup wizard initially to install the program. Later, when we wish to update/upgrade the program(new executable, OCX's, etc.), setup is to simply copy the new files into the directories, and launch an executable to update the data structures.
Now for the problem. Setup does not always copy over the newest files from the setup1.cab file. The executable that needs to be updated is not being used(not a sharing violation), but if it exists in the directory, it isn't updated. No error message-- simply doesn't over-write it. If I delete the old one first, it puts the new one in just fine. This seems to only happen with one file per setup compile. If I run the setup wizard again with different files to be installed, it ends up being a different file that doesn't neccessarily get updated. I've checked Technet, and can't find any related BUGs/PRBs. :( Please help. Thanks.
