If it's only for dev, it should be ok, but I don't beleive that you can assume that the machine will always be up. One month down the road, you might have to reboot (the UPS won't keep the computer running for 2 days without power!) and there your IP might change.

Besides, the ISP might have to reboot (power failure), which means you'll lose your IP.
