I have *no* idea what your application is, but making it "work and look identical to the old version" implies strongly that the old version is *PERFECT* and the existing users are perfectly HAPPY WITH IT.
This is rarely the case in systems work, but of course this could be the exception.
*IF* it is like most other systems, this would be the ideal opportunity (unless you have some specific pressures preventing it) to both modernize the system *AND* give its users a listen regarding the "wish list" they might have for the system.
