Yes. On the form designer toolbar, the first but is Set Tab Order.

Under Tools/Options see the tab, Syntax Coloring.

Not in the Form Designer. All you can do in the form designer is add a page and move everything from page to page. You can put a page in edit mode [right-click, edit]. Select all the controls on that page and hit Control+X to cut. Click on the page tab you want to move the controls to. Then paste the cut controls onto that page. You will have to cut-and-paste any Page method code to other pages as well.
