>It appears to have the same behavior as setting ROWCOUNT. My brief experiments show that you should get the same order as doing a SELECT with no ORDER BY clause. There's no guarantee that the rows will appear in the order that they were inserted unless you use an IDENTITY column and place a clustered index on it.
