The NT spooler has been set to wait on a certain period of inactivity before closing the current spool file - try issuing a SET PRINTER TO after the REPORT command is issued, to force the spool job to close. You can also play around with the Printer's Property sheet; the Scheduling tab offers a number of options,, the Print Processor dialog of the General tab may also be useful. You may need to play with the spooler settings of the host for a network printer as well, since it handles spooling and scheduling independent of what the client station likes done...
