Be careful about making any assumptions here. As I believe Bruce (or Roi) may have mentioned, the order of the collection can change. If you do form1, then form2, form2 will be at the top of the list of forms. This doesn't mean it will stay there, and it may not be 1 in the order. If one more toolbars are present (that you've created) they come before any forms. If form1 is activated, it will jump to the top of the list. Now, just to throw in another "monkey wrench", let's say your form has the MS Toolbar on it. You do the form, and have no other forms opens. Guess how many forms in the collection. 1? Nope, there are two, the toolbar and the form. So be careful.
