You have assess yourself what division you would excel as an IT personnel. My question is, will do programming in either of the two divisions? You see, if you love programming and you enjoy it, go into it IMHO. Sometimes their is a tradeoff between enjoying what you're doing and a higher salary. To me, database programming has lots of employment potential (others may argue) than the other one because you will not be confined by just few industry specifics.
