While USB support was added to Win95 in OSR 2, the finalized code wasn't present until release 2.1, and has been under revision since, up through version 2.5 at least. Win98 had much fuller support for USB, but even its USB code was revised in Win98 SP1/Win98se

Under NT, minimal USB support (required some additional files not in the base SP) was added in SP3, and again revised and incorporated more fully under SP5.

If you really want USB, I'd suggest Win98 for now, and Win2K when its finalized.
