June, 1999 - the article was Report Objects - Finally! by Doug Hennig. You could get this information from the back issue database on the site - you can look up articles, and only incur download fees if you actually do download articles; searches of the database don't cost anything even for non-subscribers.

Again, if you have an electronic subscription to Foxtalk, in additon to the subscription, you have access to the back article database and unlimited downlaod privielges as long as you have the subscription. If you download 30 back articles in the course of a year, the subscription effectively was a freebie...and this gives you the ability to download anything that looks even remotely interesting!

I think it's the best of the mags on VFP available now (my apologies to the FP Advisor people, who do a great job with DevCon, but I find more of the FoxTalk content of interest and on-pint for serious developers. I subscribe to both now, but would pick Foxtalk if I could oinly have one of them.)
