No not new. AFAIK they were also in FP2.x browses but of course not like a SplitBar property.
When you have a grid on a form, you'll see a little vertical black bar at bottom left corner. It's there if SplitBar = .t. (Default). User can drag it to "partition" grid. You can programmatically or in designer set Partition property to a desired size (typically by dragging split bar). Panel property holds active panel (1 -default- right, 0 left).
You can use those properties to force the user, say stay in right panel. I had a very old code doing that. If I can find in a short time will come back and paste :)
Browse command was easier in doing that :
browse ... lock nFieldsToLockAtLeft
maybe you could also think instantiating a browse with a name clause and manage it like a grid.
