There definitly is. As the test for Y2K usually involves a system clock going from 12/31/99 to 01/01/2000 and the acceptance of 2/29/00 as a date.
Cristof Lange had a big article in Advisor on adding code to the valid to allow for 2 digit yrs with rollover. One of the main reasons for the length was 2/29/2000.
