Were the people from LA talking about the electricity or the air in LA? I've flown through LA for years and I have never seen a clear sky over LA.

As for Houston TX and our power company, HL&P (Houston Loot and Plunder), they aren't taking any chances of losing the opportunity to charge us one red cent less than they can. [IMHO]
