Ok. Let's simplify this. Create a new project. Create another top level for with absolutely nothing in it. Put CLEAR EVENTS in the Destroy event. Create a program called main, and set it as the main program. Put only two lines in it:

DO FORM MyNewForm
READ EVENTS

Compile it and run it.

If this works, make a copy of your other form, and substitute the copy. Depending on whether or not that works, look for differences in the form, and or main program. What I am getting at, is from what you have posted, you have done everything right, so there must be something that you haven't posted that is preventing this from working. YOu just need to use the scientific method to find it. Let me know.
