Setup Wizard won't do this, but you can write a short post-setup executable fired after Setup Wizard finishes running that uses something like George Tasker's LNKFILES.DLL (a file downloadable from here on UT) or the Windows Scripting Host's Wscript.Shell object to maintain the shortcuts for you. If you search the last week or so's mesages for SHORTCUT, you'll find a couple of threads that deal with the topic in some detail.
