I think you're absolutely correct: it will do no good if no one reads it. But there are lots of regulars here, who I am sure browse the files, KB, and documents who still ask questions or post answers that waste others' time because they didn't think through their post.
Not sure how realistic it is, but it would be nice to have new members directed to the document as soon as they fill out membership information.
I am including the Sysops in this post.
