Sorry, I'm fresh out of ideas. And you're correct, DEPENDS.EXE can't view 16-bit files. :(
The only other way (besides contacting the author of the .FLL) is to see what .DLL's are on the systems that work, and which ones aren't on the system that doesn't.
It's possible that it's not a .DLL missing problem, but the symptoms are exactly the same as when that happens. (Had the same problem with the FPSQL.FLL at one point).
