Implementing "cool" controls is the first most obvious usage, but there are other possibilities, as well. For example, you could create controls that behave more consistently with Explorer and Internet Explorer. If you move the button on a hyperlink, you get information about this hyperlink in a less "agressive" way than a tooltip.

IOW, I'd use such a feature to provide more information about the object the mouse it pointing to.
