Do you have latest IE? Anyway, sounds like a web connection problem somewhere, we get those here too :) There are good days and bad days...

For downloads of large files, try it at 2-6 AM download-site (Pacific US, if that's where the site is) time, or if the problem is on your end, maybe 2-6 AM your time. When the lines aren't as busy...
