Did you try to make your disks with Windows Explorer. If so then maybe this is a part of your problem. ODBCSTF.DLL is a hidden file so if you configured Windows Explorer to keep the hidden files hidden this is the problem.

To resolve, configure Windows Explorer so that you will see the hidden files. After this modification you sill see the file ODBCSTF.DLL

Then you will be able to copy it on your installation disk.
