I do all my development work on a Novell 3.11 network drive and afterwards, add the pertinent directories to the users' list of accessible directories via Novell's SYSCON, mostly to prevent the problem you have. But, I know, that doesn't help you right now. File for future ref, I guess.

Do you use the SET DEFAULT command to force the program to look at a specific directory, i.e., 'SET DEFAULT TO K:\FOXPROW\GOARMY'? Have you tried changing your REPO FORM command so that 'formname.frx' shows the exact address, i.e., 'REPORT FORM K:\FOXPROW\BEATNAVY\formname.frx PREVIEW'?

Sorry, I don't know much else about fixing your problem. Hope you haven't already rejected these ideas. BTW, I work with the Tx Army Nat'l Guard - can you tell?
