The only one I know of the encrypts/decrypts data on the fly in a DBF is the Cryptor product, available through Hallogram. If you need to access the data anywhere but within an app, that's not an option. If you need to encrypt files for data transmission, there are a ton of options, PGP being one of the easiest. If you're looking for end-to-end encryption of a data stream across a WAN environment, look at using Microsoft's VPN technology.
