In the Project Properties, in the General Tab, include your path to the .chm file in the "Help file name" text box.

Then you can press F1 anywhere to open it.

Also, most of the controls have HelpContextId property. If you set this property to a ID that you have in your help file, you will obtain context sensitive help.
