The Visual Studio Installer is based on the Windows Installer technology, which is a transacted installer technology, meaning that if an install goes bad it can roll back to the state you were in prior to installing. Also, it gives you the ability to uninstall an application and again be back to the state you were in prior to installing.
This is why it doesn't allow post install EXEs to be run. It can't log what you did and therefore can't undo it.
