Actually, that's what we do. Our SFActiveX class (which instantiates an ActiveX control at runtime) checks to see if the license key for the control exists in the Registry before instantiating the control. If not (and assuming that the other tests passed, like the OCX actually exists and is registered on the system), it adds the key to the Registry.
